Ý thức về việc cần sử dụng những sản phẩm bản quyền sử dụng sử hữu trí tuệ còn chưa cao. Người việt có xu hướng sử dụng những phần mềm miễn phí, và làm mọi cách để không phải trả phí khi sử dụng bất cứ dịch vụ nào. Dây được xem là một vấn đề xuất phát từ ý thức người tiêu dùng. Vì vậy sẽ rất khó để thuyết phục người Việt chi tiền để sử dụng các tiện ích.
- Việc liên kết các tổ chức, doanh nghiệp với nhau cũng trở nên khó khăn do các quy định văn bản chồng chéo, làm cho việc phối hợp giữa các đơn vị gặp nhiều khó khăn. Lấy ví dụ như nếu Epost muốn được liên kết với ngân hàng nhà nước để có thể xin phép triển khai hệ thống chi trả trực tuyến qua hệ thống ngân hàng trực thuộc ngân hàng nhà nước quản lý thi cần phải có ý kiến của bộ, và phải đáp ứng được các quy định của ngân hàng. Trong khi đó những quy định này thi hiện chưa có trong văn bản hướng dẫn của ngành bưu chính.
