Nếu tốc độ phát triển nhu cầu về điện tiếp tục duy trì ở mức rất cao 14-15%/năm như mấy năm trở lại đây thì đến năm 2020 cầu về điện sẽ đạt mức 90.000 GWh, gấp đôi mức cầu của năm 2005. Theo dự báo của Tổng công ty Điện lực Việt Nam, nếu tốc độ tăng trưởng GDP trung bình tiếp tục được duy trì ở quanh mức 7%/năm thì nhu cầu điện sản xuất của Việt Nam vào năm 2020 sẽ là khoảng 200.000 GWh, vào năm 2030 là 327.000 GWh. Trong khi đó, ngay cả khi huy động tối đa các nguồn điện truyền thống thì sản lượng điện nội địa của chúng ta cũng chỉ đạt mức tương ứng là 165.000 GWh (năm 2020) và 208.000 GWh (năm 2030). Điều này có nghĩa là nền kinh tế sẽ bị thiếu hụt điện một cách nghiêm trọng và tỷ lệ thiếu hụt có thể lên đến 20 – 30% mỗi năm. Nếu dự báo này của Tổng Công ty Điện lực trở thành hiện thực thì hoặc là chúng ta phải nhập khẩu điện với giá đắt gấp 2 -3 lần so với giá sản xuất trong nước, hoặc là hoặt động sản xuất của nền kinh tế sẽ rời vào đình trệ, còn đời sống người dân sẽ bị ảnh hưởng nghiêm trọng
