2.3. Đánh giá hiệu quả của các chính sách can thiệp của Nhà nước vào thị trường
1.Ưu điểm
Dựa vào chính sách về giá trần và giá sàn mà chính phủ có thề bảo vệ lợi ích của người tiêu dùng.
Điều chỉnh được mức giá của những mặt hàng nông sản và những loại mặt hàng khác trên thị trường.
Không để xảy ra tình trạng vượt cầu, vượt cung quá mức.
Đưa nước ta từ nước nhập khẩu trở thành nước xuất khẩu gạo và nông sản lớn trên thế giới.
Mặt hàng nông sản được nhiều quốc gia trên thế giới chấp nhận.
Có những chính sách phù hợp để người nông dân Việt Nam không bị thua lỗ trong các vụ mùa.
2. Nhược điểm
Đưa ra chính sách nhưng không thi hành triệt để, các doanh nghiệp vẫn tự ý phá giá gây ảnh hưởng xấu.
Đôi khi đưa ra mức giá không hợp lí gây ra tình trạng thiếu hụt hoặc dư thừa hàng hóa trên thị trường.
Khi giá gạo xuất khẩu giảm mạnh vẫn chưa tìm ra biện pháp thích hợp để điều chỉnh
Vẫn để tình trạng các doanh nghiệp ép giá người nông dân.
Việc sản xuất nông sản không chú trọng tới chất lượng mà chạy theo số lượng là chủ yếu nên chất lượng nông sản thấp.
Khi đưa ra chính sách giá cần phải kèm theo những biện pháp giải quyết khi mức giá không hợp lí.
 Để khắc phục những điểm yếu của chính sách giá trần, giá sàn chính phủ đề ra nhiều biện pháp:
Theo đó, cơ chế, chính sách hỗ trợ sẽ thực hiện ở cả "đầu vào" và "đầu ra" cho sản xuất thông qua các giải pháp: Nhà nước hỗ trợ lãi suất vay vốn cho người sản xuất lúa để mua vật tư đầu vào như: Giống lúa, phân bón, thuốc trừ sâu... và hỗ trợ doanh nghiệp mua lúa tạm trữ. Thực hiện được cơ chế này, Nhà nước thành lập quỹ bình ổn giá thóc, gạo và cho phép doanh nghiệp mua khối lượng thóc tạm trữ được sử dụng Quỹ bình ổn giá để trực tiếp bù đắp phần chênh lệch giữa giá thị trường và giá sàn định hướng. Theo tính toán, quỹ bình ổn này chi ra khoảng 1.000 tỷ đồng mỗi năm thì mới bảo đảm yêu cầu hỗ trợ cả nông dân và doanh nghiệp. Nguồn thu của quỹ là một phần lợi nhuận trước thuế của lượng gạo xuất khẩu của tất cả các doanh nghiệp xuất khẩu gạo.
Để người sản xuất thật sự được thụ hưởng chính sách này thì điều kiện tiên quyết là doanh nghiệp phải mua lúa trực tiếp từ nông dân. Điều này không dễ thực hiện ngay bởi hiện nay, việc thu mua tại nhà người sản xuất chỉ đạt 20%, còn lại 80% vẫn qua trung gian, nên tình trạng nông dân bị ép giá vẫn phổ biến. Vì vậy, các doanh nghiệp phải công bố hai loại giá ở hai địa điểm mua khác nhau, gắn với tiêu chuẩn chất lượng của lúa để người sản xuất lựa chọn nơi bán hàng hóa của mình thuận lợi nhất.
Tuy nhiên, cùng với chính sách hỗ trợ như vậy, để ổn định thị trường lúa, gạo trong nước, cần thực hiện nhiều biện pháp đồng bộ khác để bảo đảm tính bền vững như: Giúp nông dân áp dụng các biện pháp khoa học kỹ thuật, đầu tư hợp lý để có lãi ngay cả khi giá lúa, gạo trên thị trường xuống thấp. Hiệp hội lương thực và các cơ quan chức năng cần cung cấp thông tin đầy đủ về thị trường cho nông dân, giúp họ xem xét "mua gì, bán gì", ở đâu có lợi nhất... Về phía doanh nghiệp, cần sắp xếp hệ thống thu mua lúa của người sản xuất và đẩy nhanh tiến độ xây kho tạm trữ lúa để chế biến gạo xuất khẩu, tạm trữ cho đến khi xuất khẩu hết số lúa hàng hóa, không để xảy ra tình trạng mà người nông dân thường gặp là mất mùa được giá, còn được mùa thì rớt giá.
Trong điều kiện thị trường lúa, gạo luôn có những biến động thì chính sách trợ giúp người sản xuất và lập quỹ bình ổn giá lúa, gạo là cần thiết nhằm giúp người nông dân yên tâm sản xuất, doanh nghiệp yên tâm thu mua. Từ đó, nâng cao giá trị hạt gạo Việt Nam và tăng kim ngạch xuất khẩu mặt hàng chủ lực này, bảo đảm nhiều mục tiêu, cả ngắn hạn và dài hạn.
Từ đầu năm đến nay, Chính phủ đã 2 lần có quyết định mua tạm trữ lúa gạo. Hình thức hỗ trợ thu mua tạm trữ lúa gạo cho đến nay vẫn là dành lãi suất ưu đãi cho doanh nghiệp dựa trên lượng lúa tạm trữ theo phân bổ. Tuy nhiên, chính sách này trong thời gian qua đã không đạt được mục đích đảm bảo cho nông dân trồng lúa có lời từ 30% trở lên. Để lợi nhuận của nông dân được đảm bảo, nên chuyển thu mua lúa gạo tạm trữ sang dự trữ.
