o BQLDA thu thập HS năng lực, đánh giá sơ về Giấy phép đăng ký kinh doanh, pháp lý.
o BQDLA tổ chức, khảo sát đánh giá thực tế năng lực nhà thầu nếu đạt về pháp lý, tài chính.
o P.TC-KT đánh giá năng lực tài chính qua báo cáo thuế.
