Quản lý dự án bao gồm những đặc trưng cơ bản sau:
a) Chủ thể của quản lý dự án chính là người quản lý dự án.
b) Khách thể của quản lý dự án liên quan đến phạm vi công việc của dự án (tức là toàn bộ nhiệm vụ công việc của dự án). Những công việc này tạo thành quá trình vận động của hệ thống dự án. Quá trình vận động này được gọi là chu kỳ tồn tại của dự án.
c) Mục đích của quản lý dự án là để thực hiện mục tiêu của dự án, tức là sản phẩm cuối cùng phải đáp ứng được yêu cầu của khách hàng. Bản thân việc quản lý không phải là mục đích mà là cách thực hiện mục đích.
d) Chức năng của quản lý dự án có thể khái quát thành nhiệm vụ lên kế hoạch, tổ chức. chỉ đạo, điều tiết, khống chế dự án. Nếu tách rời các chức năng này thì dự án không thể vận hành có hiệu quả mục tiêu quản lý cũng không được thực hiện. Quá trình thực hiện mỗi dự án đều cần có tính sáng tạo, vì thế chúng ta thường coi việc quản lý dự án là quản lý sáng tạo.
