2.1. Nguyên tắc chung
Thu thập, khảo sát và xây dựng bộ số liệu nền có vai trò quan trọng trong ĐTM.
Mọi dự báo và đánh giá các tác động của dự án sẽ dựa trên các mối quan hệ nguyên
nhân - hệ quả, hiện trạng và những thay đổi về các tính chất vật lý, hoá học, sinh học
và nhân văn của môi trường xung quanh khu vực thực hiện dự án.
Số liệu môi trường nền là các số liệu và thông tin phản ánh hiện trạng môi trường
vật lý, hoá học, sinh học và nhân văn trị khu vực xung quanh địa điểm thực hiện dự án.
Số liệu môi trường nền được thu thập dựa trên việc nghiên cứu, điều tra khảo sát hiện
trường, bao gồm thu thập số liệu nghiên cứu đã có; phỏng vấn các bên liên quan; khảo
