Vốn đầu tư cho phát triển thư viện tại các xã hầu như không có. Đối với xã thuộc diện nông thôn miền núi (Văn Phú, Mai Châu) hoặc thưc hiện nông thôn mới (Đại Phú) thì có kinh phí hỗ trợ thêm một số đầu sách, nhưng không thường xuyên.

Tủ sách của thôn Cẩm Bào, xã Vĩnh Long, huyện Vĩnh Lộc mặc dù được GNI hỗ trợ một số đầu sách phù hợp với trẻ em; nhưng theo quan sát, tủ sách này chưa được sử dụng thường xuyên (bụi bám, sách vứt lộn xộn, không có sự phân loại giữa các ngăn sách)
