Ban hành Nghị Định 84/2009/NĐ-CP ng

Ban hành Nghị Định 84/2009/NĐ-CP ngày 15 tháng 10 năm 2009 về kinh doanh xăng dầu mới thay thế NĐ 55/CP (Ngày 06 tháng 04 năm 2007) tạo hành lang pháp lý để khuyến khích thương nhân thuộc mọi thành phần kinh tế tham gia đầu tư hệ thống phân phối theo đúng quy hoạch đã được Thủ tướng Chính phủ phê duyệt.
Về số lượng doanh nghiệp đầu mối, cần xem xét, đánh giá lại để xác định số doanh nghiệp đầu mối hợp phù hợp, có đủ tiềm lực, làm nòng cốt và là lực lượng để Nhà nước bình ổn định thị trường trong mọi tình huống.
Khâu phân phối bán lẻ, cần khuyến khích thương nhân tham gia phát triển hệ thống cửa hàng theo đúng quy hoạch, phát triển đồng đều trên các vùng miền nhất là vùng sâu xa để đem lại cho người tiêu dùng có nhiều lựa chọn dịch vụ có chất lượng tốt nhất, giá cả cạnh tranh.
- Hai là : Cơ chế điều hành nguồn
Việt Nam đã có nguồn xăng dầu sản xuất trong nước và đáp ứng trên 30% nhu cầu xã hội và từng bước tăng dần sản lượng khi một số dự án nhà máy chế biến đi vào hoạt động - nguồn xăng dầu này trước hết phải được tiêu dùng tại thị trường trong nước thông qua cơ chế đấu giá cạnh tranh để các doanh nghiệp đầu mối tiêu thụ như xăng dầu nhập khẩu. Trong một vài năm tới, nước ta vẫn phải nhập khẩu trên 60% nhu cầu xăng dầu cả nước, việc phân giao hạn ngạch nhập khẩu cho các đầu mối sau khi được sắp xếp lại không nên chia đều bình quân các sản phẩm sẽ là lãng phí xã hội nếu như doanh nghiệp nhập khẩu với một khối lượng quá nhỏ được chia đều cho cả năm kế hoạch.
