Đó là mong muốn rằng việc hoàn thành của dự án có thể đạt được càng sớm càng tốt vì lợi ích của tất cả các bên liên quan như các thỏa thuận vay giữa Việt Nam và Hàn Quốc sẽ hết hạn vào cuối tháng Chín năm 2016.
