Những năm 90 của thế kỷ XX, toàn thế giới quan tâm đến vấn đề môi trường. Con người tự hỏi chúng ta đang làm gì với hành tinh này và họ càng nhận thức rõ hơn rằng con người đang gây ra những tác động xấu đến môi trường thông qua các hoạt động kinh tế và đang làm biến đổi những điều kiện cơ bản của sự sống trên trái đất.
Công ước khung của Liên hiệp quốc về Biến đổi khí hậu ra đời năm 1992 là một trong những điều ước quốc tế quan trọng để các nước cùng chung sức đối phó với thách thức này. Việt Nam đã tham gia Công ước ngày 16/11/1994 và ký tham gia Nghị định thư Kyoto (kèm theo Công ước khung về biến đổi khí hậu) năm 1998
