Sau khi Hiệp định Paris được ký kết, Mỹ vẫn không từ bỏ cuộc chiến tranh ở Việt Nam mà vẫn tiếp tục theo đuổi chiến lược “Việt Nam hóa chiến tranh”, dùng người Việt đánh người Việt.
