Kết thúc năm 1970 trong tất cả các cuộc họp công khai và họp riêng bí mật, tình hình đàm phán vẫn giậm chân tại chỗ. Tuy nhiên “cũng có một vài điều hé mở như đề nghị của Chính phủ cách mạng lâm thời cộng hòa miền Nam Việt Nam về việc lập Chính phủ liên hiệp ba thành phần hay việc Mỹ không nhấn mạnh đến việc rút quân miền Bắc.
