Chỉ thị 04-CT/TW của Ban Bí thư về tiếp tục đổi mới và nâng cao hiệu quả công tác đối ngoại nhân dân trong tình hình mới có nêu: “Đối ngoại nhân dân là bộ phận cấu thành của công tác đối ngoại chung của Đảng và Nhà nước ta. Đổi mới và nâng cao hiệu quả hoạt động đối ngoại nhân dân là nhiệm vụ của cả hệ thống chính trị và của toàn dân mà nòng cốt là Mặt trận Tổ quốc Việt Nam, Liên hiệp các tổ chức hữu nghị Việt Nam, các đoàn thể và các tổ chức nhân dân”
Từ các nôi dung nêu trên, chúng ta thấy rằng Liên hiệp các tổ chức hữu nghị là đơn vị nòng cốt bên cạnh Mặt trận Tổ quốc Việt Nam, làm đầu mối phối hợp trong một số hoạt động đối ngoại nhân dân (chúng ta hiểu ở đây là có một số hoạt động đối ngoại nhân dân Liên hiệp không làm đầu mối phối hợp), là đầu mối cho công tác phi chính phủ nước ngoài.
Đối với Liên hiệp các tổ chức hữu nghị tỉnh An Giang, thời gian vừa qua được UBND tỉnh giao nhiệm vụ:
- Là đơn vị đầu mối trong quan hệ và vận động viện trợ PCPNN tại địa phương;
- Thực hiện công tác đối ngoại nhân dân, giới thiệu, quảng bá hình ảnh An Giang đến các cá nhân, tổ chức PCPNN; chủ trì và phối hợp với Sở Ngoại vụ, Sở Kế hoạch và Đầu tư trong công tác vận động viện trợ PCPNN.
Do tính chất là tổ chức chính trị - xã hội nên hoạt động của Liên hiệp không có một công thức nhất định, cũng chính vì vậy mà Liên hiệp sử dụng phương châm “Chủ động, linh hoạt, sáng tạo, hiệu quả” để hoạt động.
Xuất phát từ phương châm hoạt động nêu trên, chúng ta thấy rằng đã xuất hiện nhiều cách làm khác nhau tại các địa phương, hay nói cách khác hoạt động theo kiểu “Trăm hoa đua nở”, nhưng đến nay, cả nước cũng chưa nêu được một mô hình nào có thể làm đầu tàu dẫn dắt hoạt động cho các Liên hiệp, kết quả hoạt động Liên hiệp hiện nay tùy thuộc rất nhiều vào vai trò người lãnh đạo đơn vị (tầm nhìn, khả năng, vị thế chính trị, sự quan tâm của cấp ủy).
Đối với Liên hiệp các tổ chức hữu nghị tỉnh An Giang, vừa mới tổ chức Đại hội nhiệm kỳ II (2014 – 2019), đang nỗ lực để đạt được những kết quả mong muốn như trong Nghị quyết Đại hội đã đề ra, khắc phục những yếu điểm trong nhiệm kỳ qua.
Có thể nói, bên cạnh công tác vận động viện trợ PCPNN thì công tác đối ngoại nhân dân trong thời gian qua của Liên hiệp các tổ chức hữu nghị tỉnh An Giang chưa tạo được dấu ấn ngoại giao nào đáng kể, những công việc đã và sắp thực hiện như vận động Đoàn bác sĩ nước ngoài khám bệnh, phát thuốc cho các hộ nghèo tại vùng biên giới Việt Nam - Campuchia, tham dự ngày Lễ quốc khánh một số nước, vận động một số tổ chức PCPNN tặng quà, phát học bổng cho học sinh nghèo, tặng quà cho người Campuchia gốc Việt Nam đang sinh sống tại các tỉnh giáp ranh với An Giang,…chưa mang đậm nét trong công tác đối ngoại của tỉnh.
