12. Về vấn đề ký quỹ triển khai thực hiện các dự án đầu tư tại VPEZ.
- Theo quy định tại Điều 42 Luật Đầu tư, Nhà đầu tư phải ký quỹ để bảo đảm thực hiện dự án được nhà nước giao đất cho thuê đất với mức từ 1%-3% vốn đầu tư của dự án tuỳ thuộc quy mô tính chất và tiến độ của từng dự án cụ thể. Khoản ký quỹ này sẽ được hoàn trả cho nhà đầu tư theo tiến độ thực hiện dự án. Thời điểm thực hiện thủ tục này sau khi dự án được cấp giấy chứng nhận đăng ký đầu tư và trước thời điểm thực hiện thủ tục cho thuê đất.
- Hiện nay, dự thảo Nghị định hướng dẫn thị hành Luật đầu tư năm 2014 đang được Chính phủ Việt Nam xem xét và sẽ ban hành trong thời gian sớm nhất. Nghị định này sẽ hướng dẫn cụ thể về việc ký quỹ này.

12. On the issue of collateral for the implementation of investment projects in VPEZ.
- According to the provisions of Article 42 of the Law on Investment, the investor must deposit to ensure the implementation of the project by the State leased land land at the rate of 1% -3% of the project investment scale depending on the nature and progress of each specific project. This deposit will be refunded to investors according to the progress of the project. - At present, the draft decree guiding the implementation of the Investment Law 2014 are The Government of Vietnam is considering and will issue in the shortest time. This Decree will provide specific guidance on this deposit.
