Năm 1992, Việt Nam tham gia Hiệp ước Thân thiện và Hợp tác ở Đông - Nam Á (TAC) và trở thành quan sát viên, tham dự các Hội nghị Bộ trưởng ASEAN (AMM) hằng năm. Trong thời gian này, Việt Nam cũng bắt đầu tham gia các hoạt động của một số ủy ban hợp tác chuyên ngành ASEAN.
