Tính đến thời điểm này, Nhà thầu đã nhận được tổng cộng 2043m/6418m cho cả hai gói thầu. Tuy nhiên, thực tế là mặt bằng được bàn giao ngắt quãng, không liên tục và nhiều vị trí vẫn còn bị tranh chấp, người dân không cho làm hoặc không thể tiếp cận công trình được. Mặt khác, phạm vi giải phóng mặt bằng của dự án được bàn giao không đủ (theo chiều rộng mặt đường) theo ranh dự án để Nhà thầu có thể triển khai thi công theo hồ sơ thiết kế. Về việc này, Nhà thầu đã có các văn bản báo cáo đến Quý cơ quan (văn bản số 019/BĐH-CW3A/4A ngày 13/12/2014, số 048/BĐH-CW3A/4A ngày 24/03/2015) đồng thời đưa ra một số giải pháp khắc phục vấn đề thiếu mặt bằng nêu trên (văn bản số 054/BĐH-CW3A/4A ngày 27/03/2015).
