Có thể thấy hiện nay các biện pháp kích cung ví dụ như quy định giá sàn, nhà nước kích thích sự gia tăng sản xuất của nông dân đã gây nên lượng cung lớn về lúa gạo của Việt Nam trong những năm gần đây.
Nông dân trồng lúa vùng ĐBSCL đã và đang trồng 47 giống lúa khác nhau và đang thử nghiệm 9 loại giống mới (Nguyễn Công Thành, 2010), trong đó có một số giống có chất lượng cao nhưng cũng có nhiều loại giống có chất lượng gạo trung bình và thấp, ví dụ như giống IR50404 trong sản xuất vụ Hè Thu năm 2009 có chất lượng thấp, khó tiêu thụ ở nội địa và xuất khẩu. Việt Nam tham gia vào thị trường gạo thế giới với khối lượng giao dịch lớn và tập trung vào những mùa vụ cụ thể trong năm, điều này ít nhiều làm thay đổi cung và tác động lớn đến giá gạo thị trường thế giới. Hơn nữa, ảnh hưởng của thời tiết, khí hậu, kết quả vụ mùa cũng như chu kỳ nhập khẩu của một số quốc gia như Indonesia, Phillipines sẽ làm biến động giá và lượng của thị trường lúa gạo.
Song song với đó có thể thấy được những nỗ lực của Chính phủ để giải quyết lượng lúa gạo dư thừa bằng việc đẩy mạnh các hoạt động xuất khẩu sang nhiều nước trên thế giới và lập thêm các quỹ bình ổn giá phần nào giúp ổn định được thị trường. Nhưng điều đó có phải đã là hoàn hảo không?
