BRI (Bank Rakyat Indonesia) được thành lập năm 1895, là một ngân hàng hỗ trợ và tiết kiệm dành cho công chức. BRI-UD (BRI Unit Desa) được thành lập năm 1984, là một đơn vị của BRI nhưng tự chủ về tài chính, với mục đích kế tục BIMAS, một chương trình tín dụng trực tiếp tạo điều kiện thuận lợi cho sự bình ổn giá gạo ở Indonesia. BIMAS không thể duy trì được do lãi suất trợ cấp và việc tập trung vào giải ngân mà không chú trọng đến tình hình tài chính.
