Trước những khó khăn gay gắt trong cách mạng miền Nam, sự đánh phá khốc liệt của kẻ thù cùng những thủ đoạn nham hiểm trong hoạt động tình báo, gián điệp của địch, một bộ phận cán bộ, chiến sĩ lực lượng vũ trang, cán bộ và đảng viên các cơ sở địa phương lâm vào tình trạng hoang mang, dao động dẫn đến đào ngũ; một số bị mua chuộc, ra đầu hàng, chấp nhận làm tay sai cho địch. Tình hình này làm cho phong trào đấu tranh của quân dân miền Nam thêm sa sút. Tình trạng mất đất mất dân diễn ra ở nhiều nơi, vùng giải phóng và vùng tranh chấp dần bị thu hẹp. Ở Kiến Phong, Kiến Tường, An Giang, Mỹ Tho, vùng giải phóng của ta bị địch lấn chiếm gần hết. Tại miền Đông Nam Bộ, địch lấn chiếm và kiểm soát hầu như toàn bộ các vùng nông thôn bao quanh thành phố Sài Gòn và các tỉnh Phước Long, Bình Tuy,…
Để tháo gỡ tình hình trên, từng bước khôi phục thế trận và lực lượng cho cách mạng miền Nam, ngày 10/05/1969, Bộ Chính trị Ban chấp hành Trung ương Đảng Lao động Việt Nam đã họp bàn về tình hình và nhiệm vụ mới. Bộ Chính trị thống nhất nhận định: Đế quốc Mỹ đã chịu thất bại nặng nề về mọi mặt, ý chí xâm lược bị lung lay rõ rệt, chúng buộc phải xuống thang chiến tranh. Song với bản chất hiếu chiến, ngoan cố, với việc có phương tiện chiến tranh khổng lồ và nắm giữ địa bàn chiến lược quan trọng ở miền Nam Việt Nam; vì vậy mà Nhà Trắng và Lầu Năm Góc muốn sớm kết thúc trong danh dự và thế mạnh.
Thông qua việc phân tích tình hình thực tế diễn biến chiến trường, những mâu thuẫn nảy sinh,…Bộ chính trị nhấn mạnh rằng địch có khả năng tăng quân ồ ạt và mở rộng chiến tranh cục bộ ra cả nước, nhưng cuộc chiến tranh có thể diến ra hai khả năng:
Một là, Mỹ buộc phải kết thúc sớm chiến tranh bằng giải pháp chính trị mà chúng có thể chấp nhận được.
Hai là, sức tấn công của ta không mạnh, Mỹ sẽ cố kéo dài chiến tranh trong một thời gian, tìm cách kết thúc chiến tranh trên thế mạnh.
