Nhận lời mời của Sở Ngoại vụ tỉnh Luông Pha Băng, nước Cộng hòa Dân chủ Nhân dân Lào. Từ ngày 26-29/7/2016, Đoàn công tác Sở Ngoại vụ tỉnh Hòa Bình do đồng chí Bùi Văn Xiển, Phó Giám đốc Sở làm trưởng đoàn đã có chuyến thăm và làm việc với Sở Ngoại vụ tỉnh Luông Pha Bang, nước Cộng hòa DCND Lào.
