Là một đơn vị nghiệp vụ trực thuộc Công ty, có chức năng tham mưu lãnh đạo Công ty trong việc tổ chức thực hiện các hoạt động ươm tạo doanh nghiệp, có các nhiệm vụ sau:

+ Tuyển chọn, và báo cáo đánh giá các dự án cho lãnh đạo.

+ Tổ chức đào tạo và tư vấn ( phối hợp với Trung tâm hỗ trợ khởi nghiệp).

+ Theo dõi, hỗ trợ các doanh nghiệp khởi nghiệp trong thời gian được ươm tạo.

+ Báo cáo kết quả ươm tạo định kỳ quý, 6 tháng và cả năm.

+ Khai thác và xúc tiến dịch vụ kết nối cung cầu KH&CN (dịch vụ có thu)

+ Đề xuất việc xem xét tốt nghiệp của các doanh nghiệp, dự án ươm tạo.

+ Xây dựng mối liên kết với các đối tác phục vụ ươm tạo.

+ Xây dựng cộng đồng khởi nghiệp các dự án thuộc DNES.
