quyền địa phương các cấp hiểu rõ hơn về những tác động tiêu cực của BĐKH/RRTT đối với sinh kế và 
đời  sống  của  người  dân  và  nâng  cao  nhận  thực  về  tầm  quan  trọng  của  lồng  ghép  các  vấn  đề 
BĐKH/RRTT vào kế hoạch phát triển kinh tế xã hội ở các cấp (đặc biệt là cấp xã)
