b4) Trường hợp Hệ thống KTT không kết nối với Hệ thống VNACCS
Để xác định Hệ thống KTT không kết nối với Hệ thống VNACCS, đề nghị các Chi cục Hải quan nơi đăng ký tờ khai liên hệ với bộ phận Help Desk của Tổng cục Hải quan trước khi thực hiện các thao tác trên Hệ thống. Help Desk kiểm tra và thông báo sự cố trên Hệ thống e-Customs.
Trường hợp đủ căn cứ để xác định Hệ thống KTT không kết nối với Hệ thống VNACCS, Chi cục trưởng Chi cục Hải quan nơi đăng ký tờ khai giao cho một hoặc một nhóm công chức thực hiện nghiệp vụ RCC trên Hệ thống VNACCS để xác nhận tờ khai đã hoàn thành nghĩa vụ thuế và mở sổ theo dõi số lượng tờ khai đã thực hiện.
Công chức được giao nhiệm vụ thực hiện nghiệp vụ RCC có trách nhiệm:
- Kiểm tra các thông tin trên Giấy nộp tiền vào NSNN có xác nhận của Ngân hàng/KBNN do người khai hải quan cung cấp. - Vào sổ, lập Bảng kê các chứng từ nộp tiền do người khai xuất trình.
- Thực hiện nghiệp vụ RCC trên Hệ thống VNACCS để xác nhận hoàn thành nghĩa vụ thuế của lô hàng.
- Đối với các chứng từ do Ngân hàng cấp phát, đóng dấu xác nhận chứng từ đã được cơ quan Hải quan sử dụng, đề nghị Ngân hàng cấp phát không hủy ngang vào bản chính và trả người khai hải quan.
- Kết thúc ngày làm việc chuyển bảng kê các chứng từ nộp tiền sang bộ phận quản lý thuế để kiểm tra thông tin các chứng từ nộp tiền đã cập nhật vào hệ thống.
Sau khi KBNN có bảng kê giấy nộp tiền vào NSNN chuyển sang, công chức được giao nhiệm vụ thuộc bộ phận quản lý thuế thực hiện cập nhật, hạch toán theo quy định.
