Thứ nhất, ưu tiên phát triển nguồn nhân tài chất lượng cao, chú trọng việc vận dụng kiến thức, kinh nghiệm khoa học của đội ngũ trí thức trong việc đào tạo nguồn nhân lực chất lượng cao về KH-CN. Trọng tâm là giáo dục và đào tạo ở bậc đại học phải tiến hành đồng thời hai nhiệm vụ giảng dạy và nghiên cứu khoa học, trong đó ưu tiên đầu tư ngân sách cho các ngành khoa học mũi nhọn, những công trình nghiên cứu cấp quốc gia, quốc tế, những công trình ứng dụng có hiệu quả kinh tế cao. Các viện nghiên cứu và các trung tâm khoa học có sự liên thông, liên kết chặt chẽ trên phạm vi cả nước, nhằm khai thác triệt để sức mạnh tổng hợp của nguồn chất xám. Mỗi sinh viên trong suốt quá trình đào tạo phải được biên chế trong một tổ, nhóm nghiên cứu cụ thể, do các nhà khoa học, các chuyên gia đầu ngành trực tiếp phụ trách. Kết quả nghiên cứu khoa học của sinh viên sẽ được đánh giá, xếp loại từng học kỳ, từng năm và có giá trị ngang với việc học tập lý thuyết cơ bản. Cần cải cách giáo dục theo hướng tích cực nhằm rút ngắn thời gian đào tạo và trẻ hóa đội ngũ cán bộ khoa học.
