Bộ máy quản lý quá cồng kềnh: Tuy sản lượng khai thác càng ngày càng giảm nhưng các phòng ban, đơn vị lại càng ngày càng nhiều thêm, số lượng CBCNV cũng nhiều hơn, ví dụ theo số liệu thống kê, tại BMĐH từ năm 2000 đến nay cơ cấu tổ chức được thay đổi như sau:
Về Ban Tổng giám đốc: trước có 9 người, tháng 1/2011: Bổ sung thêm chức danh phó TGĐ Đầu tư phát triển, 12/2012 bổ sung thêm chức danh phó TGĐ phụ trách Khoa họ và Công nghệ, 12/2012: Bổ sung thêm chức danh Phó chánh kỹ sư (người Nga). Vì từ năm 2013 vì VSP không tiến hành công tác đầu tư nữa nên chức danh Phó Tổng giám đốc Đầu tư - phát triển đổi tên thành Phó Tổng giám đốc phụ trách Dịch vụ).
Tháng 01/2002 thành lập phòng Luật, Hợp đồng kinh tế, Khảo sát sửa chữa công trình biển
Tháng 7/2004 thành lập phòng Tiếp thị & Dịch vụ
Tháng 1/2005 thành lập Phòng Thương mại, Phòng Thẩm định thầu
Tháng 12/2011 Thành lập ban quản lý các Hợp đồng dầu khí
Tháng 8/2004: Thành lập Trung tâm công nghệ thông tin & Liên lạc
Tháng 1/2005 chuyển các đơn vị từ nhóm 3 lên nhóm 2
Tháng 1/2005 thành lập Phòng các Dự án mới về Tìm kiếm – thăm dò – khai thác dầu khí
Tháng 7/2007: Thành lập Văn phòng đại diện tại Maxcơva
Tháng 12/2008: Thành lập Ban Quản lý các Dự án mới trên cơ sở Phòng các Dự án mới
Tháng 2011: thành lập Khu nghỉ dưỡng Vietsovpetro (đầu tư vào lĩnh vực dịch vụ - khách sạn).
Tháng 12/2012 thành lập XN khai thác các tòa nhà Văn phòng làm việc và các công trình phi sản xuất.
Tuy sau đó một số phòng ban sáp nhập lại với nhau hoặc chuyển sang đơn vị khác, ví dụ 1/2011 Ban quản lý dự án mới chuyển vào Viện NCKH&TK và nhập phòng Khảo sát sửa chữa Công trình biển vào phòng Xây dựng cơ bản,
12/2013 Thành lập ban Đời sống – Nhà ở - Văn phòng làm việc trên cơ sở sáp nhập phòng Đời sống – Nhà ở và ban quản lý Văn phòng làm việc.
tuy nhiên các chức danh quản lý vẫn như cũ, thậm chí lại có thể nhiều hơn (vì không ai bị hạ lương, hạ chức).
Đó là các phòng ban bộ máy điều hành, ở dưới các đơn vị cũng vậy, số lượng các phòng ban cũng càng ngày càng nhiều thêm. Sau mỗi đợt hoàn thiện cơ cấu tổ chức thì không giảm đi mà càng tăng thêm với lý do để đảm đương được công việc thì phải có phòng ban riêng và phải đủ người.
