Về đánh giá quá trình tái cấu trúc hệ thống NHTM mà bản chất là xem xét hiệu quả hoạt động của toàn hệ thống NHTM có thể thay đổi tích cực hay không, có hai luồng phương pháp chính nhằm đánh giá hiệu quả của quá trình tái cơ cấu. Thứ nhất là phương pháp định tính, phương pháp định lượng gồm 2 mô hình DEA (Data Envelop Analysis) và SFA (Stochastic Frontier Analysis). Vì nguồn lực hữu hạn và thời gian nghiên cứu tính tới cuối 04/2015 nên việc sử dụng các phương pháp bằng mô hình bao dữ liệu (DEA) hay mô hình SFA gặp khó khăn. Do đó, bài nghiên cứu sẽ sử dụng kết hợp giữa phương pháp phân tích các báo cáo đánh giá của các cơ quan quản lý, báo cáo tài chính của các NHTM để đánh giá thực trạng tái cơ cấu hệ thống NHTM Việt Nam.
