6. Phát triển các thành phần kinh tế và thu hút đầu tư
Số doanh nghiệp dân doanh trên địa bàn tăng mạnh, dự kiến đến hết năm 2015 có khoảng 2.600 doanh nghiệp được cấp chứng nhận đăng ký kinh doanh, tăng 53% so năm 2010 (1.700 doanh nghiệp), tốc độ tăng bình quân khoảng 8-10%/năm; với tổng số vốn đăng ký khoảng 16.380 tỷ đồng, gấp hơn 1,6 lần so với năm 2010 (10.500 tỷ đồng).
Thu hút đầu tư đạt được nhiều kết quả quan trọng: Trong 5 năm, đã chấp thuận đầu tư 456 dự án với tổng vốn đăng ký 57,5 nghìn tỷ đồng , gấp 2,6 lần về số dự án và 3 lần về vốn đăng ký so năm 2010 . Đến hết 2015 thu hút được 19 chương trình, dự án ODA (vốn 5,2 nghìn tỷ đồng); 18 dự án NGO (tổng vốn tài trợ 130 tỷ đồng); cấp phép 30 dự án FDI (tổng vốn đăng ký 505 triệu USD). Nhiều công trình đầu tư bằng nguồn vốn ODA đã hoàn thành, đưa vào sử dụng và đem lại hiệu quả thiết thực, góp phần tích cực vào xoá đói, giảm nghèo, thúc đẩy kinh tế - xã hội phát triển, nâng cao đời sống nhân dân, như Dự án Giảm nghèo (WB) giai đoạn 1, giai đoạn 2, dự án phát triển đô thị (vốn WB), Dự án cơ sở hạ tầng nông thôn (vốn AFD)…
