Trong bối cảnh toàn cầu nói chung môi trường đang bị ô nhiễm trầm trọng đặc biệt là ở các nước đang phát triển . Việt Nam cũng nằm trong tình trạng này ,trong quá trình xây dựng và phát triển kinh tế. Do vậy , bảo vệ môi trường là một trong những vấn đề quan trọng được Đảng và nhà nước ta rất quan tâm trong chiến lược phát triển chung về kinh tế xã hội trong giai đoạn công nghiệp hoá và hiện đại hoá đất nước . Để có một sự phát triển bền vững cần phải có một chương trình hành động thống nhất và có thể bổ sung hỗ trợ lẫn nhau giữa phát triển sản xuất với công tác bảo vệ và kiểm soát môi trường . Nếu không có một chính sách đúng đắn về bảo vệ môi trường , nền kinh tế sẽ bị thiệt hại trước mắt cũng như lâu dài. Đồng thời sự phát triển của đất nước cũng thiếu bền vững . Nhất là trong những năm gần đây do nền kinh tế phát triển nước ta đang đi lên con đường công nghiệp hoá hiện đại hoá đã đẩy mạnh quá trình đô thị hoá dẫn đến tình trạng môi trường ngày càng ô nhiễm . Môi trường toàn cầu hiện nay đầy những yếu tố, nào là hạn hán, đói kém, thiên tai, lũ lụt.
