Kể từ ngày 1 tháng 1 năm 1993, Tây Ban Nha không áp dụng thuế quan cho hàng hoá đến từ các nước EU nhưng hàng hoá từ các nước thứ 3 như Hoa kỳ, Nhật Bản phải chịu mức thuế quan ngoài EU. Tây Ban Nha đã gia nhập GATT từ năm 1963. Tháng 12 năm 1994, Tây Ban Nha đã thông qua việc gia nhập để đi tới hiệp ước Marrakech.
