Tính từ đầu tháng 1/2004 đến cuối tháng 12/ 2004, đồng Việt Nam mất giá gần 0,8%
so với USD; 5,51% so với JPI; 8,98% so với Euro…Theo số liệu ngân hàng nhà nước
Việt Nam, tỷ giá bình quân trên thị trường liên ngân hàng chỉ tăng khoảng 0,63% so
với mức tăng tương tự là 1,52% của năm 2003. Nhưng nhìn chung trong năm 2004, tỷ
giá VND/ USD khá ổn định. Đó là do USD mất giá trên thị trường thế giới, do nguồn
cung USD trong nước dồi dào và do chính sách điều hành tỷ giá và quản lý ngoại hối
được đổi mới linh hoạt, tôn trọng tính thị trường, ngân hàng nhà nước hầu như chỉ can
thiệp gián tiếp.
Nhìn chung trong giai đoạn qua, chúng ta đã có những chuyển biến đáng kể. Từ một
chính sách tỷ giá mang nặng tính bao cấp đã chuyển sang một chính sách tỷ giá vận
hành dựa trên cơ chế thị trường. Đặc biệt với cơ chế tỷ giá hối đoái thả nổi có sự quản
lý của nhà nước, ngân hàng nhà nước góp phần điều tiết được thị
trường, hạn chế được những ảnh hưởng tiêu cực của sự biến động tỷ giá hối đoái với
nền kinh tế.
