Không phân biệt đối xử. Mỗi nước thành viên không được phân biệt đối xử đối với hàng hóa và dịch vụ từ các nước thành viên WTO khác nhau. Tuy nhiên, vẫn có một số ngoại lệ trong nguyên tắc này.
