Môi trường kinh doanh. DNN không hoạt động một mình, mà trong một môi trường kinh doanh được hình thành bởi các chính sách của chính phủ, các tổ chức trong và ngoài quốc doanh, cơ sở hạ tầng, và nhiều yếu tố khác. Các DNN thường xuyên phải đối mặt với rất nhiều khó khăn như môi trường vĩ mô không ổn định, cơ sở hạ tầng nghèo nàn, nạn tham những tràn lan, và khó khăn trong việc thực hiện hợp đồng và quyền sở hữu tài sản. Ngoài ra còn có nhiều yếu tố khác cản trở họ như những sách nhiễu quá mức về các loại giấy phép, thanh tra, lệ phí, thuế khoá hay các cơ chế quản lý nặng nề khác. Do vậy, các DNN cần một sân chơi bình đẳng hơn bất kỳ điều gì khác. Nếu không khắc phục được những bất cập trong môi trường kinh doanh thì hoạt động của các DNN sẽ gặp phải những trở ngại lớn, và những nỗ lực của cộng đồng quốc tế nhằm cải thiện vị thế của khu vực kinh tế này sẽ khó có được những kết quả đồng bộ.
