Tên lửa RS-28 được phát triển từ năm 2009 và dự kiến sẽ thay thế các tên lửa đạn đạo xuyên lục địa cũ của Nga trong giai đoạn từ cuối năm 2018 đến 2020 sau khi được thử nghiệm vào mùa hè năm nay.
