Trách nhiệm và quyền hạn của cán bộ công nhân viên phải được quy định rõ ràng, phù hợp cho từng vị trí, phù hợp với năng lực và học vấn của họ. Xây dựng hệ thống khuyến khích đối với người lao động, chế độ đãi ngộ thoả đáng, tương xứng với năng lực và đóng góp của họ trong công việc để có thể thu hút và giữ chân những cán bộ có năng lực
