Chuyến đi thăm mới đây của Thủ tướng Việt Nam Phan Văn Khải tới Morocco, Algeria và Nam Phi đã khẳng định quyết tâm của Việt Nam tăng cường và phát triển quan hệ hữu nghị, hợp tác với các nước bạn bè truyền thống ở châu Phi.
Đây là chuyến thăm châu Phi đầu tiên của người đứng đầu Chính phủ Việt Nam sau 30 năm kể từ 1974. Ba nước châu Phi mà Thủ tướng Phan Văn Khải đến thăm đều có thực lực kinh tế, vai trò quan trọng và rất coi trọng quan hệ với Việt Nam.
Tại Morocco, sau hội đàm, Thủ tướng Phan Văn Khải và Thủ tướng Driss Jetou đã chứng kiến lễ ký các văn kiện quan trọng: Hiệp định khung về hợp tác kinh tế, văn hóa khoa học kỹ thuật giữa hai nước Việt Nam và Morocco; Hiệp định về miễn thị thực cho người mang hộ chiếu ngoại giao, hộ chiếu công vụ và hộ chiếu đặc biệt; Nghị định thư về hợp tác giữa Bộ Ngoại giao Việt Nam và Bộ Ngoại giao và hợp tác Morocco; Biên bản ghi nhớ về hợp tác nông nghiệp giữa Việt Nam và Morocco, và một số thỏa thuận khác.
Tại Algeria, trong hội đàm, Thủ tướng A. Ouyahia và Thủ tướng Phan Văn Khải khẳng định quyết tâm của lãnh đạo và nhân dân hai nước tiếp tục các nỗ lực thúc đẩy và phát triển mạnh mẽ quan hệ hữu nghị truyền thống giữa nhân dân hai nước, trao đổi và thỏa thuận về phương hướng, các biện pháp cụ thể nhằm mở rộng quan hệ hợp tác mọi mặt giữa hai nước nhất là đầu tư vào các lĩnh vực xây dựng, nông nghiệp nhằm thúc đẩy hợp tác kinh tế phù hợp với tiềm năng của mỗi nước.
Tại Cộng hòa Nam Phi, Tổng thống Thabo Mbeki nêu rõ Nam Phi và Việt Nam đến với nhau vì khát vọng độc lập và tự do. Trong những năm qua, mối quan hệ đoàn kết hữu nghị truyền thống giữa hai dân tộc phát triển tốt đẹp. Sự đồng nhất về quan điểm của hai nước đối với nhiều vấn đề khu vực và quốc tế, sự hợp tác trên nhiều lĩnh vực giữa hai nước là cơ sở quan trọng để thúc đẩy mối quan hệ giữa hai nước trong thời gian tới.
