Hỡi sỹ quan, binh sỹ người Mỹ và các nước đồng minh đang xâm lược Việt Nam !
Dân tộc Việt Nam chúng tôi là một dân tộc luôn yêu chuộng hòa bình, Đảng và Nhà nước Việt Nam trước sau như một, sẵn sàng là bạn với tất cả các nước trên thế giới với tinh thần tôn trọng độc lập, chủ quyền, không can thiệp vào nội bộ của nhau. Nhưng những ông chủ lớn của các người đã phát động cuộc chiến tranh xâm lược để áp đặt chúng tôi.
Chúng tôi kêu gọi sỹ quan, binh sỹ người Mỹ và các nước đồng minh đang tham gia cuộc chiến tranh phi nghĩa này.
Các người hãy bỏ vũ khí, hãy đứng về phía chúng tôi, lên tiếng chống lại cuộc chiến tranh phi nghĩa của chủ nghĩa đế quốc và các thế lực thù địch đối với Việt Nam.
Hỡi sỹ quan, binh sỹ người Việt lưu vong đang xâm lược Việt Nam!Hiện nay các người đã bị bao vây. Một số sỹ quan, binh lính của các người đã bị tiêu diệt,không thoát khỏi vòng vây của Quân đội nhân dân Việt Nam.Chúng tôi yêu cầu các người phải nhanh chóng buông súng đầu hàng để được khoan hồng, nếu ngoan cố chống cự sẽ bị tiêu diệt.
Vợ con và gia đình của các người đang chờ các người ở quê hương. Chúng tôi không muốn các người phải chết một cách phi lí vì quyền lợi của các ông chủ lớn của các người.
