Một trong các vấn đề đó là cơ chế quản lý của chúng ta vẫn còn nặng tính bao cấp và thiếu sáng tạo. Theo tôi, đó là nguyên nhân của các nguyên nhân và đó là một trong các tồn tại của hệ thống GD Việt Nam. Các tồn tại khác: 1) Sự thiếu hiệu quả trong sử dụng và quản lý nguồn lực (bao gồm cả nhân lực, vật lực và tài lực); 2) Sự lạc hậu so với thực tế của cơ chế tài chính trong toàn hệ thống cấp nhà nước; 3) Sự yếu kém trong việc thu thập và quản lý thông tin trong thời đại công nghệ thông tin của cả cấp hệ thống lẫn cấp cơ sở…Các tồn tại này kéo theo nhiều tồn tại khác như quản lý yếu kém và ngại thay đổi trong nhà trường theo hướng có lợi cho người học; phương pháp giảng dạy cứng nhắc và không hiệu quả; sự thiếu minh bạch trong thông tin về chất lượng nhà trường; bệnh chạy theo thành tích và các áp lực không lành mạnh trong môi trường sư phạm…
