- Những người được cử đi đào tạo, bồi dưỡng tại Điều 3 Quy định này phải có thời gian làm việc trong các cơ quan nhà nước ít nhất bằng ba lần thời gian được đi đào tạo, bồi dưỡng; công chức, viên chức đang trong thời gian được cử đi đào tạo, bồi dưỡng mà tự ý bỏ việc, đơn phương chấm dứt hợp đồng làm việc hoặc trở về cơ quan, đơn vị mà tự ý bỏ việc, đơn phương chấm dứt hợp đồng làm việc khi chưa đủ thời gian theo quy định thì phải bồi thường chi phí đào tạo của khóa học đó theo quy định.
Chương 4.
KINH PHÍ THỰC HIỆN
Điều 8. Nguồn kinh phí thực hiện các chính sách:
- Hàng năm, ngân sách nhà nước (tỉnh, huyện, xã) bố trí kinh phí để thực hiện cho các đối tượng là cán bộ, công chức, viên chức cấp mình quản lý theo Quy định này;
- Các doanh nghiệp nhà nước có trách nhiệm bố trí kinh phí để thực hiện chính sách cho các đối tượng là cán bộ doanh nghiệp và công nhân kỹ thuật;
- Xây dựng quỹ hỗ trợ tài năng, quỹ khuyến khích đào tạo, bồi dưỡng, thu hút nguồn nhân lực; huy động nguồn tài trợ của các doanh nghiệp, tổ chức, cá nhân trong và ngoài nước.
