Dư luận xã hội và trong nội bộ ĐCS Liên Xô đã không ít người nhận rõ những sai lầm rõ rệt có tính tổ chức của cái gọi là cải tổ do Gorbachev khởi xướng và điều hành. Trong bối cảnh hỗn loạn, thông tin chính thức lên Ban lãnh đạo cấp cao bị vô hiệu hoá, trong nội bộ đảng vẫn còn luồng ý kiến cảnh báo: “Chúng ta đã bắt đầu nhận ra khuynh hướng nguy hiểm của việc các nhà lãnh đạo chính trị thiếu quan tâm tới công tác tình báo, những nhiệm vụ chính trị trở nên ít hơn, mối quan hệ ngược đã hoàn toàn bị cắt đứt”.
