Căn cứ vào biên bản làm việc ngày 02/04/2013 về việc thống nhất thi công đào hố mượn đất và hoàn trả hố đào mượn đất.

Để đảm bảo tiến độ của dự án, trong thời gian chờ Chủ đầu tư lập các thủ tục trình cấp có thẩm quyền phê duyệt giá để thanh toán cho Nhà thầu trước khi ra lệnh thay đổi theo qui định của hợp đồng. Nhà thầu đã rất cố gắng thi công và hoàn thành đúng tiến độ, được Tư vấn giám sát nghiệm thu.

Căn cứ vào khối lượng bơm cát hoàn trả đã được Tư vấn giám sát nghiệm thu trong quá trình thi công.

Nhà thầu đề xuất thanh toán khối lượng bơm cát hoàn trả hố đào mượn đất như sau:

1. Hồ xử lý giai đoạn I (Hồ tùy tiện và Hồ ổn định): Khối lượng đã thi công và nghiệm thu. Cát san lấp tại Tân Châu, cự ly bơm từ Sông Hậu vào Nhà máy xử lý nước thải là 4,12 km chia làm ba cấp bơm với cự ly 1 cấp bơm >=1km, đơn giá tính toán cho 1m3 cát bơm cự ly 4,12 km = đơn giá cho 1m3 cát bơm cự ly >= 1km nhân 3 lần áp dụng theo chế độ chính sách của Nhà nước (Định mức, giá ca máy theo quyết định số 3701/UBND-XDCB ngày 30/11/2010) tại thời điểm thi công nghiệm thu, thời điểm phê duyệt chủ trương phát sinh bơm cát.

Trong trường hợp này Nhà thầu sẽ chào giá cho 1m3 cát bơm, đơn giá này sẽ được các bên thương thảo và phải được Giám đốc dự án chấp thuận trước khi thanh toán cho Nhà thầu theo qui định của hợp đồng.

2. Hồ giai đoạn II: Cát san lấp tại Tân Châu, cự ly bơm từ Sông Hậu vào Nhà máy xử lý nước thải là 4,12 km, đơn giá tính cho 1m3 cát bơm cự ly 4,12 km áp dụng theo các văn bản, chế độ chính sách của Nhà nước mới được ban hành của tỉnh An Giang (Bộ đơn giá theo quyết định số 1172/QĐ-UBND ngày 27/04/2016 ).

Trong trường hợp này Nhà thầu sẽ chào giá cho 1m3 cát bơm, đơn giá này sẽ được các bên thương thảo và phải được Giám đốc dự án chấp thuận trước khi thanh toán cho Nhà thầu theo qui định của hợp đồng.
