Theo tôi, Quy định của Luật Đất đai 2013 chỉ hợp lý khi áp dụng đối với các dự án triển khai sau ngày 1/7/2014. Với những dự án đã diễn ra trước ngày 1/7/2014 mà áp dụng luật cũ thì không đảm bảo môi trường đầu tư công bằng, thuận lợi cho nhà đầu tư. Thứ hai là mức phí chuyển đổi mục đích sử dụng đất cũng đang là vấn đề khiến các chủ đầu tư đứng ngồi không yên bởi vì nộp tiền sử dụng đất đang là vấn đề lớn đối với doanh nghiệp. Cụ thể là khung giá đất mới cao hơn gấp 2-3 lần khung giá đất áp dụng từ năm 2009 đến nay. Cho dù không áp dụng khung giá này để tính tiền sử dụng đất mà chỉ để tính thuế, phí, xử phạt vi phạm đất đai…nhưng các chủ đầu tư, Doanh nghiệp lo ngại điều này sẽ ảnh hưởng gián tiếp đến Doanh nghiệp, khiến Doanh nghiệp gặp nhiều khó khăn hơn.
