Có chính sách phúc lợi xã hội đúng đắn, đi đôi với nâng cao sức khoẻ cho người dân. Cải thiện chất lượng dịch vụ y tế, tăng tính cộng đồng,phát triển y tế ở cơ sở: hỗ trợ chăm sóc sức khoẻ ban đầu cho người dân, đặc biệt là người dân vùng nghèo. Tuyên truyền thông tin, kiến thức phòng bệnh,bảo đảm sức khoẻ cho người nghèo; thực hiện chính sách hành động quốc gia về phòng chống, kiểm soát H IV/AIDS; hỗ trợ khám chữa bệnh, miễn giảm viện phí cho người nghèo, trẻ em.
