Mục đích:
- Giúp các thành viên nhận thức lý do đúng đắn của việc thành lập mạng lưới quốc gia, những điều nên và không nên mong đợi từ mạng lưới
- Xây dựng được sứ mệnh, viễn cảnh và con đường chiến lược ưu tiên của mạng lưới
- Thống nhất cơ cấu tổ chức và TOR cho ban điều hành - Bầu chọn được các thành viên trong ban điều hành một cách khách quan và dân chủ
- Thống nhất những nội dung cơ bản của điều lệ mạng lưới: nguyên tắc làm việc, cơ chế làm việc, nội quy và qui định, chính sách chung
- Giúp các thành viên có được hình ảnh rõ nét về tiến trình xử lý công việc của mạng lưới
- Xây dựng Chiến lược để phát triển mạng lưới
- Tạo không khí tôn trọng và đoàn kết giữa các thành viên thông qua nhận ra giá trị của sự khác biệt trong mạng lưới
