2.2.2. Nhân sự

a) Tất cả nhân viên tham gia vào các hoạt động liên quan đến kinh doanh phân phối thuốc phải có trình độ chuyên môn phù hợp với chủng loại thuốc phân phối, được đào tạo về các yêu cầu của “Thực hành tốt phân phối thuốc”, về các quy định của pháp luật liên quan, và đủ khả năng đáp ứng các yêu cầu đó.

b) Mỗi cơ sở phân phối phải có một người chịu trách nhiệm quản lý chuyên môn, có chứng chỉ hành nghề dược phù hợp đáp ứng quy định của Luật Dược và các văn bản quy phạm pháp luật liên quan. Người này có trách nhiệm và đủ quyền hạn được quy định cụ thể để bảo đảm việc áp dụng và duy trì hệ thống chất lượng.

c) Các nhân viên chủ chốt tham gia vào việc bảo quản, phân phối thuốc phải có đủ khả năng và kinh nghiệm phù hợp với trách nhiệm được giao để bảo đảm thuốc được bảo quản, phân phối đúng cách.

+ Thủ kho bảo quản thuốc phải có trình độ chuyên môn từ dược sĩ trung học trở lên. Đối với cơ sở phân phối thuốc đông dược thì thủ kho phải có trình độ từ trung cấp y học cổ truyền trở lên hoặc lương y, lương dược. Đối với cơ sở phân phối thuốc có yêu cầu quản lý đặc biệt (thuốc gây nghiện, thuốc hướng tâm thần và tiền chất dùng làm thuốc), thủ kho phải đáp ứng quy định tại các quy chế liên quan.

+ Nhân viên kiểm tra, kiểm soát chất lượng thuốc phải có trình độ dược sĩ đại học.

+ Đối với cơ sở phân phối vắc xin và sinh phẩm y tế, thủ kho phải có trình độ từ trung cấp y, dược trở lên; nhân viên có nhiệm vụ vận chuyển phải có trình độ chuyên môn về dược từ trung học trở lên; các nhân viên làm nhiệm vụ cấp phát phải có trình độ từ sơ cấp y dược trở lên.

d) Nhân viên phải được đào tạo ban đầu và đào tạo liên tục phù hợp với nhiệm vụ được giao, theo một chương trình đào tạo bằng văn bản. Hồ sơ đào tạo phải được lưu giữ.
