một Bên không tuân thủ quyết định này, thì Bên kia có thể trong khi không làm tổn hại đến các quyền lợi khác có thể có, tự đưa việc không tuân thủ này lên trọng tài phân xử theo Điều 20.6 [Trọng tài], Điều 20.4 [Có quyết định của Ban xử lý tranh chấp] và Điều 20.5 [Hoà giải một cách hữu hảo] sẽ không được áp dụng cho việc này
