Dự án sẽ tăng cường năng lực cho một số cơ quan của Chính phủ để phát triển đô thị bền vững. Cơ quan Chính phủ và các đơn vị liên quan sẽ được hưởng lợi ở cấp quốc gia, tỉnh, thị xã trong đào tạo nâng cao năng lực và các hỗ trợ kỹ thuật khác.
8.2 Đối tượng hưởng lợi trực tiếp
- Việc xây dựng đường, phát triển hệ thống giao thông thành phố, cải thiện điều kiện thoát nước và vệ sinh môi trường sẽ mang lại lợi ích trực tiếp cho người dân hiện đang cư trú trong khu vực dự án.
- Cơ quan, đơn vị thực hiện dự án sẽ được nâng cao kiến thức quản lý, giảm chi phí do ách tắc giao thông, ô nhiễm môi trường.
8.3 Các đối tượng hưởng lợi gián tiếp
Dự án không chỉ mang lại lợi ích cho dân cư trong khu vực thực hiện dự án, mà còn góp phần thúc đẩy phát triển kinh tế xã hội thành phố Lạng Sơn nói riêng và toàn tỉnh Lạng Sơn nói chung. Việc xây dựng đường giao thông và hệ thống thoát nước vệ sinh môi trường, ... sẽ có kết quả tích cực giảm tắc nghẽn giao thông, an toàn giao thông, giảm lũ lụt, an ninh trật tự và sẽ cải thiện điều kiện vệ sinh môi trường.
