Theo đó, VACC phối hợp với Cục Quản lý đấu thầu (Bộ Kế hoạch và Đầu tư) để xây dựng các tiêu chí làm cơ sở công bố "Danh bạ năng lực nhà thầu" theo quy định của Luật Đấu thầu 43/2013/QH13.

Trên cơ sở danh bạ này, các nhà thầu Việt Nam sẽ được phân loại theo từng nhóm quy mô, năng lực khác nhau. Việc phân loại này được kỳ vọng là sẽ sắp xếp được từng nhóm nhà thầu tương ứng với từng nhóm công trình khác nhau, tránh được tình trạng nhà thầu lớn tham gia đấu thầu là cầm chắc phần thắng như lâu nay.

Tại đại hội, các nhà thầu tên tuổi của Việt Nam đều tỏ ra lạc quan với tình hình mới. Ông Lê Viết Hải (Chủ tịch HĐQT Công ty CP Xây dựng và Kinh doanh Địa ốc Hoà Bình) tin tưởng rằng hiện nay năng lực của nhà thầu Việt Nam đã phát triển khá tốt, không thua kém nhà thầu ngoại. Họ đã có thể đảm nhiệm được những công trình quy mô 60-70 tầng mà tiết kiệm được cho Chủ đầu tư đến hơn 15%.

Ông Nguyễn Bá Dương (Chủ tịch HĐQT Công ty CP Xây dựng CotecCons) cũng cho biết CotecCons hoàn toàn không ngại trong việc đấu thầu với các nhà thầu quốc tế.

VACC nhiệm kỳ IV đặt trọng tâm hỗ trợ hội viên từ nhà thầu nhân công như hiện nay trở thành nhà thầu quản lý như các nhà thầu ngoại đang hoạt động trên thị trường quốc tế.
