Vùng nước nội thuỷ, là vùng nước nằm phía bên trong của đường cơ sở dùng để tính chiều rộng lãnh hải, tại đó quốc gia ven biển thực hiện chủ quyền hoàn toàn, tuyệt đối và đầy đủ như trên lãnh thổ đất liền, bao gồm : các vùng nước cảng biển; các vũng tầu, cửa sông, các vịnh, các vùng nước nằm giữa lãnh thổ đất liền và đường cơ sở dùng để tính chiều rộng lãnh hải. Luật biển quốc tế 1982 quy định về quyền tự do thông thương của tầu thuyền thương mại; thẩm quyền tài phán dân sự; thẩm quyền tài phán hình sự của quốc gia ven biển.
