- Môi trường pháp lý: hệ thống pháp luật của Việt Nam còn chưa hoàn thiện, thiếu đồng bộ, một số quy định còn thiếu hợp lý... gây nên khó khăn, cản trở trong việc mở rộng hoạt động tài trợ xuất khẩu của ngân hàng thương mại. Những quy định còn mang tính lý thuyết, khi áp dụng vào nhiều trường hợp cụ thể thì còn nhiều bất cập. Ngân hàng Ngoại Thương Việt Nam chưa đưa ra một văn bản hướng dẫn cụ thể nào quy định thực hiện nghiệp vụ tài trợ xuất khẩu. Hơn nữa, việc áp dụng các thông lệ trong nhiều trường hợp không phù hợp với điều kiện hiện tại của Việt Nam. Do đó, khi có những trường hợp tranh chấp xảy ra thì sẽ không có cơ sở pháp để giải quyết.
- Biến động môi trường kinh tế - chính trị của khu vực và thế giới: biến động giá xăng dầu, giá vàng, biến động của các đồng tiền mạnh (USD, EUR...) gây ảnh hưởng đến kế hoạch sản xuất và kinh doanh của các doanh nghiệp trong khu vực bị ảnh hưởng.
