Thành phố Hồ Chí Minh cần chủ động phối hợp với các bộ, ban, ngành Trung ương và các địa phương, nhằm tạo thêm sức mạnh và điều kiện thuận lợi cho Thành phố phát triển. Đồng thời, các bộ, ban, ngành Trung ương cần có ý thức và trách nhiệm phối hợp chặt chẽ, hỗ trợ, giúp đỡ Thành phố trong xây dựng và thực hiện quy hoạch, kế hoạch, cơ chế, chính sách phát triển các ngành trên địa bàn; kiểm tra, giám sát và kịp thời tháo gỡ các khó khăn, vướng mắc để Thành phố phát triển. Các tỉnh, thành phố trong cả nước, nhất là các tỉnh trong vùng cần chủ động phát triển quan hệ liên kết, hợp tác với Thành phố Hồ Chí Minh trên các lĩnh vực, tạo nên sự gắn bó và sức mạnh chung để cùng phát triển.
